The federal rules define SNAP eligibility as having gross income of less than 130% of the federal poverty level, a figure that considers household size and other factors. However, more than 40 states opt for higher income guidelines. In Pennsylvania, for example, a person can qualify if their gross income is up to 160% of the federal poverty level, or even 200% if they are disabled or elderly. Ultimately, Pres. Trump's decision could potentially kick millions of Americans off the program.
While the U.S. Congress funds the program, states administer it. In addition to applying for SNAP benefits, individuals must provide proof of income and expenses. Those who qualify can receive an EBT card within a few days. But, for immediate assistance, they should apply for a temporary food assistance card or a permanent one by visiting a local SNAP office. The process of getting a food stamp card may take longer than they expect, but it is worth it.
The new rules for SNAP help are not yet finalized, but they will last as long as the federal public health emergency is in effect. The increase in SNAP benefits is expected to affect about 1.6 million households in New York and 2.8 million people in the entire country. A recent federal study has quantified the impact of the program on the U.S. economy. In February, 2.8 million New Yorkers were eligible for SNAP benefits.
