The Supplemental Nutrition Assistance Program (SNAP) is the biggest federal food assistance program in the United States. It helps people with low incomes buy groceries. SNAP is managed by the U.S. Department of Agriculture, and benefits are given each month through an EBT (Electronic Benefit Transfer) card.

You use this card like a debit card at stores and farmers' markets that accept it. To qualify, your income, family size, and certain expenses are reviewed.

What Can You Buy With SNAP?

SNAP benefits can be used to buy most kinds of groceries:

  • Fruits
  • Vegetables
  • Meat, poultry, and fish
  • Dairy products
  • Breads and cereals
  • Snack foods
  • Non-alcoholic drinks

You can also buy seeds and plants to grow food for your household.

However, you cannot use SNAP to buy non-food items or most prepared meals. Also, starting in 2026, some states (including Arkansas, Colorado, Florida, Idaho, Indiana, Iowa, Louisiana, Nebraska, Oklahoma, Texas, Utah, and West Virginia) plan to ban using SNAP for unhealthy foods and drinks.
